Amends North Dakota Century Code section 15.1-02-16 to authorize the superintendent of public instruction to adopt rules governing credentials for specialists trained in dyslexia.

Adds "Credentials for specialists trained in dyslexia" as item 19 to the list of credential types the superintendent may regulate.

Adds "Certificate of completion for paraprofessionals" as item 20 (renumbered as 20.21) to the credential types.
