HB 1135 Summary

• Amends North Dakota Century Code sections 15.1-21-02.4 and 15.1-21-02.5 to allow students in school districts using course proficiency-based grading systems to meet scholarship eligibility requirements using equivalent course proficiency scores instead of traditional letter grades.

• For the North Dakota Career and Technical Education Scholarship, students may obtain a cumulative grade point average of at least 3.0 on a 4.0 scale or an equivalent course proficiency score if enrolled in an approved innovative education program with a district waiver, effective after July 31, 2021.

• For the North Dakota Academic Scholarship, similarly allows equivalent course proficiency scores in place of traditional grades and GPA for students in qualifying districts, and adds "integrated mathematics II" and "integrated mathematics III" as acceptable alternatives to algebra II.

• Requires that school districts participating in proficiency-based grading obtain a waiver under section 15.1-06-08.1 and participate in an approved innovative education program under section 15.1-06-08.2.

• Passed the House with 92 yeas and 1 nay, and the Senate unanimously with 47 yeas and 0 nays.
