Prohibits social media platforms and interactive computer services with more than 20 million active users (30-day period) or 150 million users (monthly) from censoring users based on race, religion, viewpoint, or geographic location in North Dakota.

Applies to users residing in, doing business in, or sharing expression in North Dakota, and to expression shared with other U.S. states or territories.

Exempts platforms that have been available less than 12 months and platforms primarily engaged in their own expression with only incidental user commentary.

Permits civil actions by affected users with remedies including declaratory relief, injunctive relief, treble damages or statutory damages up to $50,000, and attorney's fees.

Establishes breach of fiduciary duty for loss or release of identifiable private information, with tripled monetary recovery or presumptive damages up to $1 million for intentional or reckless breaches.
