Amends soybean council membership to remove the original 8-district system and establish a 12-district system (effective April 1, 2012) with specific county assignments for each district.

Changes council member terms from beginning on April 1st to beginning on July 1st following election, maintaining three-year terms with staggered expiration so no more than four members expire each year.

Requires the council to review district boundaries at least once every seven years and permits redistricting upon a two-thirds vote if districts do not accurately represent producers based on acreage.

Moves the annual election notice publication from January to December, requiring the council to publish notice in the official county newspaper for one week with election process description and nomination deadline.

Modifies staggered term expiration dates so all council members' terms expire on June 30th of the third year rather than March 31st of the subsequent year.
