The statewide interoperability executive committee shall adopt rules governing eligibility for access to the statewide interoperable radio network and may adopt rules governing connection or integration of public safety answering points to the network.

Political subdivisions and nongovernmental emergency services providers may furnish radios to law enforcement, firefighters, and emergency medical personnel to access the statewide interoperable radio network, subject to committee rules.

Each radio programmed to access the network must be approved by the statewide interoperability executive committee, and the chief information officer shall establish a process to register and audit network users.

The information technology department may provide a state cost-share of $1,500 per radio purchased, or the actual cost if less than $1,500.

The act is declared an emergency measure.
