Defines "electric bicycle" as a bicycle with fully operable pedals, a saddle or seat, and an electric motor of 750 watts or fewer, classified into three classes based on motor assistance and speed cutoffs (20 mph for Classes 1 and 2, 28 mph for Class 3).

Requires manufacturers and distributors to affix permanent labels to electric bicycles starting January 1, 2022, displaying the class designation, maximum assisted speed, and motor wattage in at least nine-point Arial font.

Mandates electric bicycles comply with federal safety standards under 16 CFR part 1512 and prohibits tampering with or modifying electric bicycles to change motor speed capability without replacing the classification label.

Allows individuals to operate electric bicycles on any bicycle path or multi-use path unless otherwise prohibited by local authorities, and permits Class 3 electric bicycle operation only by individuals wearing safety helmets and aged 18 or older.

Excludes electric bicycles from motor vehicle registration requirements, motor vehicle licensing, and point system violations while maintaining applicability of other criminal traffic offenses and noncriminal traffic violations.
