Increases state board of dental examiners from 7 to 9 members, adding one dentist member (requiring board eligibility or certification in oral and maxillofacial surgery) and one dental assistant member.

Defines "telehealth" by reference to section 26.1-36-09.15 and establishes comprehensive standards for dentist telehealth practice, including requirements for in-person or virtual patient relationships, appropriate examinations, and referral procedures.

Allows dentists to conduct initial telehealth examinations using secure videoconferencing with store-and-forward technology or with intervening licensed dental health care providers, but prohibits examinations consisting solely of online questionnaires or audio conversations.

Requires dentists practicing telehealth to maintain knowledge of local providers for follow-up care and prohibits patients from waiving rights to file complaints or limiting dentist liability for injuries resulting from dental encounters.

Modifies board term limits to allow no more than two members' terms to expire annually and permits members appointed under the new provision to serve up to two full five-year terms without exceeding ten years of total service.
