Amends North Dakota Century Code section 54-52.1-02 to modify the public employees retirement system uniform group insurance program to include retired employees with at least 25 years of service who separated under a voluntary separation incentive program and are not Medicare-eligible.

Establishes premium rates for non-Medicare retirees as 150% of the active member single plan rate for individual coverage, twice that rate for family plans of two individuals, and 2.5 times that rate for family plans of three or more individuals.

Allows the board to offer an additional coverage option for non-Medicare-eligible retirees provided it does not increase the implicit subsidy as determined by governmental accounting standards.

Applies to eligible employees who retire under a voluntary separation incentive program after July 31, 2021, and allows retroactive enrollment for former employees who retired under such programs between June 30, 2015, and August 1, 2021, and their surviving spouses during the period August 1, 2021, through June 30, 2023.
