Authorizes the North Dakota state department of health to establish and administer syringe exchange programs in counties at risk of increased viral hepatitis or human immunodeficiency virus prevalence.

Permits local health departments, cities, and authorized organizations to operate programs after conducting public hearings and submitting administration plans to the state health officer.

Requires programs to provide oversight by licensed pharmacists, physicians, or advanced practice registered nurses and distribute supplies including needles, syringes, naloxone, and overdose response education without collecting personally identifiable information.

Prohibits law enforcement from stopping, searching, or seizing individuals based on program participation and exempts appropriately collected syringes and supplies from drug paraphernalia charges.

Mandates semiannual reporting to the state health department on individuals served, supplies distributed and collected, organized by daily basis and postal zip code.
