Exempts township officers from the state's general recall election process, which previously required a petition from 25 percent of voters who voted in the officer's most recent election.

Creates a new process allowing elected township officers to be removed by majority vote at a special township meeting called specifically for that purpose.

Requires that if an officer is removed at the special meeting, voters must elect a replacement officer at the same meeting.

Amends section 58-04-02 to add "removing an elected township officer" as a valid purpose for calling a special township meeting.
