Director shall cancel a minor's operator's license if the minor accumulates more than five points from traffic violations, or commits an alcohol or drug-related offense while operating a motor vehicle, and admits or is found guilty of the violation.

Director shall cancel a minor's operator's license for alcohol or drug-related offenses if the offense created imminent risk of injury to another person, a lesser penalty would be ineffective, and the official with jurisdiction orders the cancellation.

An individual whose license is canceled under this provision is deemed to have never held a license and may only receive an instruction permit or restricted instruction permit after any suspension or revocation period ends.

Before receiving a regular operator's license, the individual must complete driver education through either an internet course or an approved commercial driver training school and meet all other licensing requirements under section 39-06-17.
