Amends North Dakota Century Code section 20.1-02-05, subsection 12 regarding resident hunting licenses for armed forces members.

Allows nonresident U.S. armed forces members within the state on duty or leave to qualify for resident hunting licenses and apply for lottery deer licenses.

Enables armed forces members stationed outside North Dakota who are state residents to obtain resident deer hunting licenses without participating in the lottery system, upon showing proof of North Dakota residence and paying appropriate fees.

Requires applicants age 18 and older to submit a valid North Dakota driver's license number or nondriver photo identification number before the director may issue a license.
