Amends subsection 6 of section 37-17.1-05 of the North Dakota Century Code to expand the governor's powers during declared states of disaster or emergency.

Allows the governor to suspend regulatory statutes and state agency rules if strict compliance would prevent, hinder, or delay necessary emergency management actions.

Grants the governor authority to commandeer private property, direct evacuations, control area ingress/egress, and allocate critical resources like fuel and emergency housing during disasters.

Authorizes the governor to suspend or limit sales and transportation of alcoholic beverages, explosives, and combustibles (excluding ammunition) during emergencies.

Permits the governor to designate highway patrol, National Guard members, or other law enforcement-trained individuals as peace officers during disaster or emergency response.
