Each public health unit shall adopt a statewide technical guide for onsite wastewater recycling treatment technologies and sewage distribution technologies established by the onsite wastewater recycling technical committee.

The onsite wastewater recycling technical committee consists of 8 members: 3 representatives from local public health units, 4 installers licensed by local public health units, and 1 licensed environmental health practitioner, all appointed by the governor.

Committee members serve 4-year terms and may be reappointed; the committee meets at the call of at least 3 members.

The committee shall create a statewide technical guide, recommend standards and procedures for installer licensing, recommend continuing education requirements for license renewal, and recommend reasonable fees for issuing or renewing installer licenses.

The onsite wastewater recycling technical committee must submit a report to legislative management before November 1, 2022, on the status of the statewide technical guide and its recommendations; initial appointment terms may be staggered for less than 4 years to ensure no more than 2 positions expire in any year.
