Minor drivers' negligence is imputed to the person who signed their operator's license application or their parent/legal guardian, making that individual jointly and severally liable for damages, except for injuries or damage to that individual caused by the minor.

Accident reports and their information are not privileged or confidential, except that investigating officer opinions on fault are confidential unless the requester pays a $5 fee and affirms the opinion is material to liability determination.

A minor party's name, driver identification number, and personal telephone number in accident reports are exempt from public disclosure unless the requester is a party to the accident, their legal representative, an insurer, or someone defending/investigating a related claim.

Forwarding an accident report containing a minor's personal information to an unauthorized person is a class B misdemeanor.

Copies of accident reports are inadmissible as evidence in any civil damages or criminal proceedings arising from a motor vehicle accident.
