• Increases petition requirement for forming a rural ambulance service district from twenty to fifty qualified electors (or fifty percent of qualified electors if fewer than fifty exist in the territory).

• Creates new procedures for annexing territory to existing ambulance districts (Section 11-28.3-15) and for withdrawing territory from districts (Section 11-28.3-16), both subject to voter approval and specific conditions.

• Allows withdrawal from ambulance districts only if the territory borders the district's outer boundary and has a written agreement with another licensed emergency medical services operation to provide coverage.

• Requires districts seeking to levy taxes in excess of elector-approved rates to place the question before voters for approval at a regular or special election.

• Changes annual meetings from "regular meetings" to "annual meetings" held in the first quarter of each calendar year and updates financial reporting requirements for rural ambulance service districts.
