Amends North Dakota Century Code section 14-05-24 to change the default valuation date for marital property and debt in divorce cases from the date of service of summons or date of separation (whichever occurs first) to 60 days before the initially scheduled trial date.

Allows parties to mutually agree upon an alternative valuation date, which takes precedence over the statutory default date.

Permits courts to adjust valuations if substantial changes occur between the valuation date and trial date, requiring the court to make specific findings that an alternative valuation date is fair and equitable.

Passed by the House with a vote of 91-1-2 and by the Senate with a vote of 46-0-1.
