Changes eligibility for sealing felony records from "not been charged with" to "not been convicted of" a new crime within five years of release from incarceration, parole, or probation.

Allows district courts to prohibit subsequent petitions to seal criminal records for up to three years following denial if good cause is shown, with the order required to provide written reasons for the prohibition.

Excludes felony offenses involving violence or intimidation during the period when offenders are ineligible to possess firearms, and offenses requiring sex offender registration from record sealing eligibility.
