Exempts persons who distribute specialty fertilizers exclusively to end users from certain licensing requirements.

Requires labels on fertilizer and soil or plant amendment containers to include the net weight, brand, grade, guaranteed analysis, registrant name and address, and the purpose for which soil or plant amendments are used.

Sets inspection fees at ten dollars or twenty cents per ton, whichever is greater, on all fertilizer, fertilizer material, micronutrients, specialty fertilizers, soil amendments, and plant amendments distributed in North Dakota.

Reduces the package size exemption from inspection fees from twenty-five pounds to ten pounds or less for individually sold products.

Requires all fees collected to be forwarded to the state treasurer for deposit in the environment and rangeland protection fund.
