Creates the maternal mortality review committee under the University of North Dakota School of Medicine and Health Sciences to identify and review maternal mortality cases and severe maternal morbidity in the state.

Committee membership must include representatives from multiple specialties and disciplines, including forensic pathology, with efforts to include individuals from communities affected by pregnancy-related deaths and lack of perinatal care access.

Committee powers include identifying cases, reviewing medical records, consulting with experts and family members, determining preventability of deaths, developing policy recommendations, and compiling an annual state report without disclosing personally identifiable information.

All committee proceedings, records, and member opinions are confidential and not discoverable as evidence in civil or criminal proceedings; committee members and health care providers are granted immunity from liability for good faith participation.

University School of Medicine shall provide administrative services and maintain data security; funds received through gifts, grants, and federal money are appropriated on a continuing basis to support committee operations.
