Changes definition of service providers to "assessed communications service providers" instead of "telephone exchange access" to broaden database reporting requirements to wireless, VoIP, and broadband services.

Requires governing bodies to "shall" (mandatory) use fee proceeds only for implementing, maintaining, or operating emergency services communication systems in accordance with committee guidelines, replacing previous discretionary language.

Modifies public safety answering point requirements including updated mapping standards, alternative dispatch locations within 60 minutes of main PSAP failure, and capability to handle text-initiated communications.

Requires emergency services communications coordinating committee to biennially (instead of annually) request and compile reports on fee revenue usage from governing bodies and submit findings to legislative council by November 1st of even-numbered years.

Changes prepaid wireless emergency 911 fee retention for sellers from 100% initially then 3% ongoing to a maximum 3% retention for administrative costs of collection and transmission.
