Amends section 37-14-03 to specify that the state treasurer must invest the veterans' aid fund only in accordance with chapter 21-10.

Amends section 37-14-14 to standardize investment authority language for the veterans' postwar trust fund, requiring the state treasurer to invest the fund and all income received only in accordance with chapter 21-10.

Clarifies that all income earned from the veterans' postwar trust fund in a biennium is appropriated to the administrative committee on veterans' affairs on a continuing basis in the following biennium for programs benefiting veterans and their dependents.

Declares the act an emergency measure.
