Amends section 15-10-17 to allow the state board of higher education to hold executive sessions for considering appointment or removal of the commissioner of higher education, university presidents, faculty heads, and other institutional employees, unless the individual involved requests an open meeting.

Clarifies that the board's authority to appoint and remove personnel, fix salaries within legislative appropriations, and prescribe duties applies to commissioners, presidents, faculty heads, and all university system office personnel.

Creates a new section establishing that committees comprised of voting board members may be created with scope of authority defined by board policy, and committee actions cannot exceed that defined scope.

Provides that a properly noticed committee meeting does not constitute a board meeting when the committee comprises a quorum of the board, and committee actions do not constitute board actions.

Specifies that when a committee comprises a quorum of another committee, a properly noticed meeting of one committee does not constitute a meeting of the other unless that other committee is also properly noticed, and actions are limited to the noticed committee's scope of authority.
