Changes the penalty for individuals under 21 who violate alcohol laws from a class B misdemeanor to an infraction.

Requires courts to sentence violators to an evidence-based alcohol and drug education program operated by the department of human services.

Allows courts to refer individuals to outpatient addiction facilities for evaluation and appropriate counseling or treatment.

Provides criminal prosecution immunity for up to 5 individuals under 21 per incident who contact law enforcement or emergency medical services to report another underage person needing medical assistance due to alcohol consumption, assist that person, and remain on scene.

Maintains existing prohibitions on purchase, possession, consumption, and entry into licensed premises by individuals under 21, with exceptions for restaurants with parental accompaniment, contractors, law enforcement, and those engaged in supervised research or training.
