Requires sentencing courts to impose probation for individuals convicted of class C felonies or class A misdemeanors at initial sentencing, with exceptions for domestic violence offenses, sex offender registration offenses, firearm/weapon/explosive offenses, and mandatory incarceration requirements.

Allows courts to impose imprisonment instead of probation if aggravating factors are present, including prior felony or misdemeanor convictions, victim age and vulnerability, victim-defendant trust relationships, use of threats or coercion, or any other factor deemed appropriate by the court.

Permits courts to defer imposition of sentence or impose incarceration with suspended execution and credit for time served in custody.
