Allows dairy producers to sell raw milk or raw milk products directly to consumers on the premises where produced, subject to obtaining a license under section 4.1-25-02.

Requires state commissioner or designee to inspect dairy producer facilities for milk-borne diseases (brucellosis, campylobacter jejuni, E. coli O157:H7, listeria monocytogenes, salmonella, tuberculosis) at reasonable hours.

Authorizes commissioner to suspend a dairy producer's license if milk-borne disease is detected until a second inspection confirms the disease is no longer present.

Permits consumers to enter dairy producer facilities at reasonable hours to inspect raw milk and raw milk products before purchase, with dairy producers able to require sanitary controls as determined by the producer.

Exempts dairy producers selling raw milk or raw milk products under this section from requirements of sections 4.1-25-26, 4.1-25-27, and 4.1-25-29.
