Amends North Dakota's education foundation aid funding formula in section 15.1-27-04.1 of the Century Code, effective through June 30, 2025, with a revised version taking effect after that date.

Phased in exclusion of federal impact aid tuition for students from air force base school districts: starting in 2021-22 school year, excludes 17% annually until 2024-25 when 68% is excluded; after June 30, 2025, excludes 85% starting in 2025-26 and 100% starting in 2026-27.

Establishes baseline funding calculations for school districts based on 2018-19 state aid, 2017-18 revenues (at 75% for most types, 100% for certain taxes), and adjustments for districts that become elementary districts after 2012-13.

Creates payment formulas using weighted student units multiplied by specified dollar amounts ($9,839 for 2019-20; $10,036 for 2020-21 forward), with caps at 105% and 110% of baseline funding per student unit.

Passed House 91-0, Senate 44-0 with minimal absences; requires school boards to certify average daily membership and county auditors to report revenue and mill levy data annually.
