Amends section 26.1-36.6-03 to apply Section 2 of this Act to self-insurance health plans and subject them to the insurance commissioner's jurisdiction.

Creates a new requirement that prescription drug benefits under the public employees retirement system must include coverage for prescription drugs imported from Canada in compliance with federal law (21 U.S.C. 384), with copayments not exceeding $25.

Applies to prescription drug benefits coverage beginning after June 30, 2021, and ending before June 30, 2023.

Requires the public employees retirement system to submit a bill to the sixty-eighth legislative assembly with a report on the cost and utilization effects of imported drug coverage, along with a recommendation for whether to extend the coverage permanently.

Sections 1 and 2 expire July 31, 2023, and the bill is declared an emergency measure.
