Amends North Dakota Century Code section 54-10-01 to modify the state auditor's powers and duties regarding performance audits of state agencies and their component units.

Changes performance audit authority from being determined "by the legislative assembly" to being determined "by the state auditor or the legislative audit and fiscal review committee," with state auditor decisions subject to committee approval.

Removes the prior requirement that the state auditor may not contract for federal government work without legislative audit and fiscal review committee approval.

Adds a new duty for the state auditor to perform work on mineral royalties for the federal government in accordance with section 1735(a) of the Mineral Lands and Mining Act.
