Requires every civil forfeiture judgment to be made publicly available with detailed findings including case number, seizing agency, property description, seizure location, suspect's charges, criminal case disposition, and property value.

Mandates the North Dakota attorney general establish and maintain a public website with forfeiture information updated annually by November 1st, and submit a written report to legislative management and the governor summarizing statewide forfeiture activity by agency.

Establishes property exemptions from seizure and forfeiture: U.S. currency of $50 or less, personal property valued at $50 or less, and motor vehicles with market value under $1,000 as determined by the National Automobile Dealers Association.

Allows prosecuting attorneys to establish higher minimum dollar amounts for property exemptions in their jurisdictions than the state-mandated minimums.

Requires law enforcement agencies to report forfeiture data to the attorney general by deadlines set by the attorney general, with enforcement penalties for non-compliance within 30 days of the deadline.
