Creates an eight-member State Land Advisory Board with one member appointed by the governor from each of eight districts covering all North Dakota counties.

Requires all board members to be bona fide farmers or ranchers, appointed from lists of three names submitted by agricultural organizations; terms are four years with a limit of two full terms.

Board members receive per diem compensation of $62.50 per day for service and travel, plus reimbursement for necessary expenses paid from the board of university and school lands appropriations.

Each board member must hold at least two public meetings per fiscal year in their district to gather input on state land leasing; the full board meets at least once per fiscal year.

Board may advise the commissioner of university and school lands on policy matters related to state land leases and operations, with recommendations forwarded to the governor.
