Creates a new section in North Dakota Century Code chapter 62.1-01 declaring that personal firearms, firearm accessories, and ammunition manufactured and remaining within the state are not subject to federal law or regulation, including federal registration.

Exempts firearms made from basic materials without significant imported parts from federal interstate commerce regulations.

Specifies that generic and insignificant parts with other manufacturing or consumer applications, unmachined steel, and unshaped wood are not subject to congressional authority under interstate commerce regulations.

Provides that imported firearm accessories subject to federal regulation do not subject an in-state firearm to federal regulation when the accessories are attached to or used with that firearm in the state.
