Establishes a new ombudsman position in the North Dakota Department of Labor and Human Rights to provide resources to landlords and tenants, mitigate legal issues, prevent homelessness, and educate individuals on landlord and tenant rights and responsibilities.

Requires the ombudsman to collect annual data on inquiry types, provide biennial reports to legislative management, and create and maintain educational materials on landlord and tenant rights and responsibilities.

Mandates educational materials include relevant state and federal laws, rules, and regulations related to renting or leasing real property, made available to the public on the department's website and in paper copy upon request.

Requires the department to establish a toll-free telephone number and internet website for public access to ombudsman services.

Appropriates $250,000 from the general fund for one full-time equivalent ombudsman position for the biennium beginning July 1, 2021, and ending June 30, 2023.
