Creates the America 250 commission within the state historical society to commemorate the 250th anniversary of America's founding.

Commission membership includes representatives from 13 entities: state historical society, veterans' affairs, public instruction, Indian affairs commission, state library, arts and humanities councils, Daughters of the American Revolution, tourism division, parks and recreation, governor's office, and offices of both U.S. senators and the U.S. representative from North Dakota.

State historical society representative serves as commission chairman and provides staff support.

Commission has exclusive authority to represent North Dakota in official dealings with the America 250 foundation and United States semiquincentennial commission.

Commission may accept gifts, grants, and donations from public and nonpublic sources with funds appropriated on a continuing basis to the state historical society; commission shall develop statewide recognition plans, identify community partners for public discussion of the nation's founding, and identify locations to display a liberty bell replica.
