Creates manufacturing distillery license for distilleries using a majority of North Dakota farm products, issued annually for $100 fee in lieu of other license fees, contingent on obtaining required federal registrations and permits.

Allows manufacturing distilleries to sell spirits at off-sale retail, direct ship up to 25,000 gallons per calendar year, and limit direct in-state sales to 2.38 gallons or less per month per person for personal use.

Permits manufacturing distilleries to operate one satellite location (owned or leased) for sampling and retail sales, requiring a separate $100 annual satellite location license, with event permits not counting toward the 40-event-day annual limit.

Prohibits manufacturing distilleries from engaging in wholesaling activities and requires annual reporting and payment of wholesaler taxes on all retail spirits sales by January 15th following the sales year.

Allows existing domestic distillery licensees to transition to manufacturing distillery licenses until August 1, 2022, and declares the Act an emergency measure.
