Creates section 39-10-11.1 of the North Dakota Century Code requiring vehicle drivers to maintain a safe distance when overtaking and passing bicycles proceeding in the same direction on a roadway.

Defines "safe distance" as a minimum of three feet (0.91 meters) of clearance between the vehicle and bicycle.

Requires drivers to maintain clearance until safely clear of the overtaken bicycle.

Passed the House with a vote of 59 Yeas, 33 Nays, and 2 Absent and the Senate with a vote of 37 Yeas, 9 Nays, and 1 Absent.
