Reduces the driver's license possession requirement from one year to thirty days for individuals carrying loaded handguns in vehicles without a concealed weapons license.

Allows individuals with thirty days of valid driver's license or nondriver identification to carry loaded rifles or shotguns in vehicles outside of hunting or trapping contexts.

Permits individuals with thirty days of valid driver's license to carry concealed firearms if not otherwise precluded from possessing a class 2 firearm and dangerous weapon license.

Clarifies that out-of-state law enforcement officers with active law enforcement credentials (rather than those "on official duty within the state") are exempt from handgun carrying restrictions.

Maintains identical rights and privileges within North Dakota for class 1 and class 2 firearm licenses, with the distinction only affecting reciprocal recognition in other jurisdictions.
