Creates a new section establishing that booking photos of arrestees are confidential records unless there is a compelling public safety or law enforcement interest warranting release.

Booking photos remain confidential until the arrestee fails to appear for court, becomes a fugitive from justice, or is convicted of the arrest offense or a related offense.

Permits law enforcement agencies and officers to disseminate booking photos among themselves without restriction.

Amends criminal intelligence and investigative information definitions to clarify that arrestee photographs can be released if the release will not adversely affect a criminal investigation.

Clarifies that arrestee descriptions, arrest facts, conviction information, warrant dispositions, incident lists, crime summaries, radio logs, and jail booking information are not considered confidential criminal intelligence.
