Prohibits any person from inquiring about or requesting access to an individual's vaccination status or records, with exceptions for health care facilities, health care providers, and entities required to comply with existing law.

Provides civil immunity from liability for damage, loss, or injury resulting from contracting or exposure to communicable disease, except in cases of willful misconduct or harm, or injuries caused by mandatory immunizations.

Prohibits employers from requiring employees or prospective employees to receive immunizations as a condition of employment, with violation constituting an infraction.

Allows health care facilities to require immunizations if the requirement is in written employment policy reviewed annually and the employee does not object based on health or religious beliefs, but prohibits requirements for immunizations using expedited development and review processes.

Applies retroactively to civil actions filed after January 1, 2020, and is declared an emergency measure.
