Amends North Dakota Century Code section 29-01-19 to clarify that public offenses cannot be compromised or have prosecution proceedings stayed except as provided in sections 29-01-16 and 29-01-17.

Removes the requirement for "consent of the state" from the statute, eliminating language that previously allowed compromise with state consent.

Passed the House with a vote of 94-0 and the Senate with a vote of 47-0 during the 2021 legislative session.
