Amends subsection 8 of section 54-12-01 of the North Dakota Century Code to allow the attorney general to provide written legal opinions when requested by any member of the legislative assembly, rather than by either branch.

Amends subsection 17 of section 54-12-01 to clarify that the attorney general shall provide written legal opinions when requested by the governing body, a member of the governing body, or city attorney of a city, or by the governing body or a member of the governing body of a county.

Simplifies the language in subsection 17 by removing the phrase "in the state of North Dakota" and specifying county governance provisions separately.
