Modifies section 14-07-08 to add an exception for abandonment when determining spousal liability for debts contracted while living together for necessary household supplies, medical care, and shelter.

Clarifies that spouses are jointly and severally liable for necessary household expenses (food, clothing, fuel, medical care, shelter, and children's education) while living together, except in cases of abandonment.

Amends section 14-07-11 to redefine when a spouse is considered "abandoned" by adding that a party is not an abandoned spouse if the other party resides elsewhere for medical or behavioral health treatment.

Removes the previous provision that neither party is liable for support of the other when living separate by agreement, replacing it with the abandonment exception language.

Passed the House 90-1 (3 absent) and the Senate 47-0 (0 absent).
