Exempts North Dakota from observing daylight saving time under 15 U.S.C. 260(a), keeping the state on standard time year-round.

Establishes Greenwich mean time minus five hours as the official standard time for portions of North Dakota in the central time zone.

Establishes Greenwich mean time minus six hours as the official standard time for portions of North Dakota in the mountain time zone.

Preserves the authority of United States law regarding time for interstate commerce carriers and federal government operations.

Repeals section 40-01-20 of the North Dakota Century Code, which previously addressed daylight saving time.
