• Defines "former resident" as a nonresident who formerly resided in North Dakota for at least 10 years (consecutively or non-consecutively) and allocates 1% of total deer gun licenses to this category in each unit or subunit.

• Allows former residents to participate in a lottery for remaining deer licenses after the second resident lottery on the same basis as residents upon paying the required fee.

• Sets license fees for former residents at $250 plus a $5 nonrefundable application fee for lottery licenses, or $50 for former residents participating in the post-second-lottery drawing.

• Modifies section 20.1-08-04 to explicitly authorize the governor to determine the number of resident, former resident, and nonresident big game licenses to be issued in proclamations or orders.
