Amends seed labeling requirements to clarify that labels must list percentage of germination exclusive of hard or dormant seed, percentage of hard or dormant seed if applicable, and the month and year the percentages were determined.

Updates Federal Seed Act tolerance standards referenced in North Dakota law from June 30, 2011 to August 6, 2020.

Renames "seed labeling permit" to "seed sales permit" and requires both resident and nonresident persons labeling or selling agricultural, vegetable, flower, or tree/shrub seed to obtain permits and report sales to the seed commissioner.

Establishes a penalty of five percent of the amount due or ten dollars (whichever is greater) if permit holders fail to submit required reports or fees within thirty days.

Repeals section 4.1-53-41 regarding nonresident seed dealer licenses and updates references to the Plant Variety Protection Act through 2020.
