Prohibits covered entities (partnerships, LLCs, corporations, and social media companies) that collect and sell user data from selling protected data without affirmative opt-in consent from users.

Requires covered entities to provide users the opportunity to individually select approval for each type of protected data separately, with all descriptions in plain language.

Defines "protected data" to include location, browsing history, health information, financial data, shopping habits, social media connections, children's information, and relationship status.

Establishes civil liability of minimum $10,000 per violation, plus reasonable attorney's fees, and minimum $100,000 if the violation was knowing, with possible punitive damages.

Permits class action lawsuits for violations of the chapter.
