Amends subsection 5 of section 40-06-09 of the North Dakota Century Code to modify provisions relating to city governing body council sizes.

Adds section 40-12-01 to the list of statutory provisions that continue to apply to ten-member and eleven-member councils existing as of August 1, 1993, until a change in council membership occurs.

Repeals section 40-12-01 of the North Dakota Century Code, which relates to initiating and referring municipal ordinances.
