Extends the moratorium on adding basic care beds to the state's licensed capacity from August 1, 2021, through July 31, 2023 (previously scheduled to expire July 31, 2021).

Allows basic care bed additions only when: a nursing facility converts existing beds, bed capacity is transferred, services are unavailable in an area or existing beds have 90% occupancy for 12 months, or state departments of health and human services approve new beds.

Extends the moratorium on adding nursing facility beds to the state's licensed capacity from August 1, 2021, through July 31, 2023 (previously scheduled to expire July 31, 2021).

Increases the limit on nursing facility bed capacity reconfigurations from once per twelve-month period to twice per twelve-month period, allowing more flexibility in bed type conversions and relicensing.

Requires approved entities to license new basic care beds within 48 months from the date of approval.
