Amends the definition of "antimicrobial pesticide" in North Dakota Century Code to clarify it means substances intended for preventing, destroying, repelling, suppressing, or mitigating the growth of micro-organisms (bacteria, viruses, fungi) on inanimate objects and surfaces.

Exempts individuals from certification requirements when applying nonrestricted-use antimicrobial pesticides.

Authorizes the pesticide control board to temporarily waive statutory certification requirements and associated rules if the governor declares a statewide state of disaster or emergency affecting those requirements.

Renumbers existing definitions in section 4.1-33-01 for organizational clarity.

Declares the act an emergency measure.
