Amends North Dakota Century Code section 34-06-22 to establish a phased increase in the state minimum wage from August 1, 2021 through August 1, 2027.

Sets minimum wage at $9.85 per hour effective August 1, 2021; $10.55 per hour effective August 1, 2022; and $11.25 per hour effective August 1, 2023.

Increases minimum wage to $12.00 per hour effective August 1, 2024; $13.00 per hour effective August 1, 2025; $14.00 per hour effective August 1, 2026; and $15.00 per hour effective August 1, 2027.

Preserves the commissioner's authority to adopt rules establishing exceptions to the state minimum wage rate.
